The Dairy Development Department is headed by the Commissioner of Milk Production and Dairy Development, which was started in the year 1958 is having its administrative headquarters at Madhavaram Milk Colony, Chennai.

The milk co-operatives organization of TamilNadu, administered by Dairy Development Department is so successful, with it's popular brand 'Aavin' being synonymous with milk and milk products of the state od TamilNadu.

Dairy Development Department is the administrative and statutory authority of all the milk co-operatives present in the entire state of TamilNadu, Dairy Co-operatives are organised in a three tier structure in line with the Anand Milk Union Limited(AMUL). The Anand Milk Union Limited(AMUL) was stand in 1946 at Anand, Gujarat, is a starting example of successful Dairy Co-operative Organisation.

Operation Flood (OF) programme was started by National Dairy Development Board (NDDB) in 1970 with an objective to create Nationwide milk grid.

As the milk cooperative movement spread across the country, "White Revolution" began in India and India became the largest milk producer in the world.
